Federal Public Safety and Security ESF

Federal government departments and agencies that have primary responsibility for or a support role in pre and post-incident critical infrastructure protection, security planning and technical assistance, and public safety in situations where state and local government resources are overwhelmed or inadequate, or in those that require protective solutions unique to the federal government (ESF #13). Activities may include pre-incident coordination, public safety and security assessments, credentialing of emergency responders and other necessary personnel, access control to the site and critical facilities, site security, traffic and crowd control, force protection, protection of personnel and storage facilities for supplies during distribution, and provision of specialized security resources including equipment and personnel.
