The Housing Information Center provides utility assistance for Kansas City, MO residents when funding is available. Assistance is usually only provided for utilities when disconnection will result in losing housing.
Hours
10am-12pm, first Monday of each month (when the first Monday of the month is a holiday, they will take calls on the following Monday)

Photo ID, proof of income
Eligibility
Must have regular source of income. May help with old bills on a case-by-case basis.
