Programs sponsored by local recreation departments and/or local fire authorities that open fire hydrants with city-approved spray caps in designated neighborhoods during unusually hot weather enabling children and others to cool off in the water spray. Fire hydrants may be opened on occasion for purely recreational purposes, but only when there is no danger of creating low water pressure in the neighborhood.
