Applications should be returned via email, mail, or into the drop-off box at their office. Their office isn't open to the public. Applications can be completed and submitted online at mydss.mo.gov/utility-assistance/liheap
The Low Income Home Energy Assistance Program (LIHEAP) helps low-income people meet their energy needs with payment assistance for utility bills in the winter and a crisis intervention program throughout the year if there is a possibility of shut off. If someone is unsure if their account is in threat they can submit an application and the agency will reach out to the utility company to verify.

NEW FISCAL YEAR APPLICATIONS FOR 2023-2024 WILL BE ACCEPTED FOR PEOPLE 60+ AND THOSE WITH DISABILITIES STARTING OCTOBER 1, 2023. ALL OTHER HOUSEHOLDS CAN APPLY STARTING NOVEMBER 1, 2023.
Description
LIHEAP provides Energy Assistance (EA) for heating or cooling bills once per year for a utility bill of their choice. EA assistance covers $326 for gas or $318 for electric bills. EA applications can be submitted starting October 1st for households with someone 60+ years old or someone who is disabled according to the State of Missouri. All other households can apply starting on November 1st. Additionally, Energy Crisis Intervention Program(ECIP) is for clients with their utility shut off or with a disconnect notice. Winter ECIP runs Nov-May and can cover up to $800. Summer ECIP runs June-Sept and covers $600.

Proof of social security number for everyone in the household (social security card, assistance award letter, W-2); income records, copies of utility/heating fuel bills for main and secondary sources (gas & electric, etc) including any disconnect notices if applicable
Eligibility
Income qualifications have changed to 60% of the state median income.

Call to request an application be mailed to you. Office is not open for public entry. Application is available on website and outside the office however applications cannot be completed on site.
